Example of project "potholing"

Downtown Hillsboro utility work to begin mid-March

Major Project Description

An Oregon Department of Transportation (ODOT) paving and utility project will begin in 2013 on TV Highway, from Minter Bridge Road to 331st Avenue at first, and eventually all the way to Quince Street in Forest Grove.  This work includes Baseline and Oak Streets in downtown Hillsboro. ODOT is coordinating the street project with the City of Hillsboro (COH) so that utility improvements can be made while the street is already under repair, saving money for both agencies and ultimately for tax and ratepayers. 

Preliminary Work

In advance of this work, a contractor for ODOT will be conducting exploratory work in downtown Hillsboro.  The exploratory work is necessary to gather accurate information about the depth of the existing utilities located in the roadway.By gaining accurate information through the exploratory process (called potholing), costly construction changes and delays are minimized. Small holes will be drilled in the pavement, soil will be excavated to physically locate the utility, and measurements will be recorded.  Afterward, the holes will be temporarily patched and then fully repaired once the major paving gets underway in 2013.  This exploratory work will begin in March 2012 and should be completed by the end of April 2012.  Approximately 400 holes will be drilled.  The specific locations for pothole work are:

• Baseline Street and Oak Street between SE 11th Avenue and SW Dennis Avenue
• SE 5th Avenue, SE 6th Avenue, SE 8th Avenue and SE 9th Avenue, between Baseline and Oak
• SE 10th Avenue (TV Highway), between SE 11th and Baseline Street

Traffic Impacts

There will be intermittent lane closures in the project area while the work is being conducted.  Motorists should expect single lane closures during daytime hours from 9:00 a.m. to 3:00 p.m. and double lane closures during nighttime hours from 7:00 p.m. to 6:00 a.m.  The contractor will work with residents and businesses to ensure driveway access.

Noise Impacts

Nighttime work will occur intermittently from mid-March through April 2012.  To report noise problems or incidents requiring immediate attention, call the Night Construction Hotline at (503) 412-2350. 

Paving Project

Construction work on the paving project will begin in the fall of 2012 on TV Highway from Minter Bridge Road to 331st Avenue.  Project elements include:

• Repair, grind and pave TV Highway, including Baseline and Oak
• Improve sidewalks and ADA ramps in project area
• Improve TV Highway drainage system
• Replace portions of COH waterline on Baseline and Oak
