- 1200C (DEQ) (if disturbing 1 acre or greater)

- A copy of City of Hillsboro Planning Department approval (Design Review Comments, Notice of Decision, etc.)
- Payment of Plan Review Fee (to initiate plan review)
- 3 sets of contracts to be signed (original signatures)
- Certificate of Liability (typically for the contractor)
- Verification of Worker’s Compensation coverage (typically for the contractor)
- Financial Assurance
- Cash Deposit
- Performance Bond
- Letter of Credit *
*It shall be agreed and stipulated in the letter of credit that the city has first call on the funds and that the developer cannot hold up the dispensation of funds as requested by the city.
Initial plan review takes approximately 2 weeks. Each resubmittal after that takes approximately 1 week. This plan review is for public improvements only. All private utilities need to be submitted to the Building Department separately for an On-Site permit review.
Once City of Hillsboro has approved the construction drawings, a final set will be sent to Clean Water Services for review for a Storm Water Connection Permit. This review can take up to approximately 4-weeks. Clean Water Services will send their response back to the City of Hillsboro.
City of Hillsboro will then send a letter to the engineer and the developer regarding the plan review.
- If a resubmit it required, please resubmit the 7 sets of plans to the City of Hillsboro. City of Hillsboro will then send a revised set to CWS for the Storm Water Connection permit.
- Once construction plans are approved, all required paperwork has been submitted, a Storm Water Connection permit has been received and the Inspection Fee has been paid, a preconstruction meeting will be scheduled.
- City of Hillsboro Engineering & Water inspectors’ approval
- 2 sets of as-builts to be submitted to Alfreda Cnossen with the Project Completion Sheet
- As-builts will not be reviewed until the Plat has been recorded (if applicable) and the required public improvements have been completed.
- Once as-builts have been approved submit 1 set of Mylar’s.
- Submit copy of recorded easements and/or dedications (if applicable)
- Submit copy of recorded plat
- One-year maintenance assurance for public improvements. This assurance is to be 10% of the Actual Construction Cost.
- Two-year maintenance assurance for the Water Quality Facility and vegetated corridors ( if applicable)
- Submit Certificate of Completion
