Billing And Fees Information

 

Customer Account Set-up Fee:

Customers within the City limits are charged a $15.00 account set-up fee for setting up a new account. Customers outside the City limits are charged a $35.00 account set-up fee.

Water Rates and Information:

Base Charge: Each customer pays a base charge, which is based on meter size. A 5/8 meter serves most residences. The base charge pays for a portion of general system maintenance and service costs.

Usage Charge: Your water consumption is determined based on the reading of your water meter. The consumption charge pays for the cost of the water which includes storage, treatment and transmission costs as well as an amount set aside for system replacement.

Sewer Billing and Information

Base Charge: Each customer is charged based on the number of equivalent dwelling units (EDU's). Single family residential units are counted as one EDU, a duplex would be counted as two EDU's, etc. Each EDU is $22.46 per month and is referred to as the Base Charge on the sewer portion of your bill. This charge is used to pay for the systems required to collect the sewage and for the construction and operation of Clean Water Services wastewater treatment facilities.

Usage Charge: A usage charge of $1.50 per unit of water consumed is based on a customer's average water consumption between the months of November and April. The November through April time period is referred to as the wintertime average and is used because customers typically are not consuming large amounts of water due to irrigation. Each customer's wintertime average is calculated and adjusted each July to be used in the customer's usage charge for the upcoming fiscal year (July through June). The wintertime average is a good indicator of the wastewater your household produces and discharges into the sewer system.

Example: A customers water usage, from the bi-monthly bills is as follows:

November through December 18 hundred cubic feet used
January through February 16 hundred cubic feet used
March through April 20 hundred cubic feet used

18 + 16 + 20 = 54 / 3 (billings) = an average of 18 hundred cubic feet (ccf) or 9 ccf per month.

The customer's wintertime average over the November through April period would be 18 hundred cubic feet (ccf). The $1.50 usage charge would be multiplied by the 18ccf to determine the monthly usage charge of $27.00, per billing period, for the upcoming fiscal year.

Surface Water Management Billing and Information

Surface Water Charge: Surface water management charges are measured in Equivalent Service Units (ESU). An ESU is a measurement of the impervious, or nonporous, surface area on a property. Single family residents are considered to have one ESU (2,640 square feet of impervious surface area) and are charged $4.75 per month. All non-single family residential properties are calculated based on the actual amount of impervious surface area. The fees collected from SWM charges are used to maintain the storm runoff facilities including ditches, street drains, and catch basins. These funds are also used to help clean up the various streams and rivers in our area, prepare for emergency flood response, and protect the environment from polluted runoff

Transportation Utility Fee (TUF)

TUF pays for street maintenance and provides limited funding for pedestrian and bicycle improvements projects. TUF is based on the estimated number of roadway trips generated by a property. For residential customers, the amount of trips is the same for each dwelling unit and the fee is a flat rate per dwelling unit.

For non-residential customers, the use of the property determines the trip generation rate which in turn determines which of the seven non-residential billing rates the property receives. For most properties the fee is determined by multiplying the square footage of the structures by the appropriate billing rate.
