The City of Hillsboro developed a community plan for approximately 318 acres brought into the Metro Urban Growth Boundary (UGB) in 1999 and 2002. This site, known as the Witch Hazel Village Planning Area is located south of TV Highway, east of the Tualatin River and west of 229th (Witch Hazel Village Community Plan Map). The Witch Hazel Village Plan Area includes a new elementary school built in 2003 that replaced the Witch Hazel School formerly located at the intersection of TV Highway and Brookwood Avenue. Part of the Reserve Vineyards and Golf Club is also located within the plan area.
The Community Plan identifies the desired land uses, public facility and transportation components for urban levels of development. The Plan addresses: urban services (e.g., water, sewer, storm drainage); future land uses; transportation needs (i.e., streets, transit, bike and pedestrian facilities); housing types and densities; employment, commercial, office and retail opportunities; parks and greenspaces; and public facility needs (e.g., police, fire, community centers, schools).
At their regular meeting on February 3, 2004, the Hillsboro City Council passed Ordinance No. 5344 (HCP 5-03) amending the Hillsboro Comprehensive Plan. Elements of the Witch Hazel Village Community Plan, and the Plan document itself, were incorporated into the Comprehensive Plan to guide future urbanization. You can review or download a copy of the Witch Hazel Village Community Plan here or review and/or purchase a copy in the Planning Department.
