Project Summary

The City of Hillsboro is developing a refinement plan for the vintage industrial neighborhood located southwest of its Downtown Regional Center.  In order to create a refinement plan that builds on the City’s ongoing downtown revitalization efforts, the City is relying on the work previously completed for the adoptedDowntown Framework Plan (DFP).  The neighborhood outreach and focus group work accomplished during development of the DFP resulted in a vision for “Old Town Hillsboro” that imagines it redeveloping as an “eclectic mix of residences, shopping and employment opportunities.”

Below is the redevelopment goal for the project area established in the adopted Downtown Framework Plan:

“This is an area of vibrant and safe neighbourhoods with a balanced mix of quality housing, gathering places, well-kept parks, bicycle connections, and sidewalks. “Old Town Hillsboro” provides a western gateway to the core downtown area as well as the unique Jackson Bottom Wetlands Preserve. Unlike other subareas in the downtown community, it is notable for its unique economically viable blend of homes mixed with industrial and commercial development, which continues to serve all residents of Hillsboro and stakeholders in the area.“

 

The Old Town neighborhood has been identified in the DFP as a key opportunity area for reinvestment and redevelopment.  DFP Goal E – Sustain and Enhance Downtown’s Economic, Environmental, Cultural, and Historic Diversity, calls for development of subarea refinement plans starting with this neighborhood (DFP Excerpts). Funded by a grant from Metro (Grant Application), this project will move the planning effort in the Old Town neighborhood into the implementation phase.

Great communities are recognized for their innovations in sustainable infrastructure, from the individual building to community scale improvements (e.g., using natural ecosystems for water, sewer, and storm water management). This refinement planning effort is envisioned as incorporating sustainability principles, while reinvigorating the neighborhood’s ties to its agricultural heritage through support of local food systems and similar measures.  Historic commercial buildings in the neighborhood are important community assets that could catalyze new business opportunities for local food processing, restaurants and entertainment establishments. Ultimately, the planning project could result in vertical integration of local food production with revitalized manufacturing activities in this vintage industrial area.
