The City of Hillsboro Planning Department invites residents and interested parties to attend
an open house January 31, 2012 on new zones and development regulations for the AmberGlen Community Plan area. The open house provides an opportunity to learn about the Draft AmberGlen Zones and Development Regulations document and proposed amendments to the Hillsboro Zoning Ordinance and Zoning Map. This is the fourth of four open house events scheduled to occur prior to the public hearing. The draft zones and amendments may be viewed here: AmberGlen Community Plan Zones and Development Regulations (DRAFT 12-23-2011). Three open houses were held in April, June and October. Materials presented and discussion notes from these meetings are available below. The public hearing for adoption of AmberGlen zones and regulations is scheduled for February 22, 2012 before the Planning Commission at 6:30 p.m.
The plan area is located at the southern edge of the Tanasbourne Town Center area bounded by 185th Avenue on the east, Cornell and Walker Roads on the north, 206th Avenue on the west, and the Westside light rail line on the south. |

Adoption of the AmberGlen Community Plan in January 2010 established the policy framework required to amend land use regulations for higher densities and a mix of uses. Development and adoption of mixed-use zones and standards is a key action for accomplishing the community’s vision for
“a vibrant, regional activity center enlivened with high-quality
pedestrian and environmental amenities, taking advantage
of the region’s light rail system.” |
- Zones & base standards necessary for urban mixed-use development to serve a range of households, ages and income levels at adopted target densities of up to 74 dwelling units per acre;
- Design standards and guidelines to ensure livability with increased densities and to create a landmark identity;
- Sustainability standards and incentives to serve as a model for district strategies & environmentally sustainable development;
- Street and connectivity standards to provide a pedestrian environment and multimodal access, manage stormwater efficiently, and enhance community character;
- Provisions necessary to support existing development until the time that redevelopment becomes economically viable; and
- Incentives and performance measures developed to support economic vitality for the district.

The AmberGlen Community Plan identifies goals, policies and action measures to accomplish the ambitious vision established at the outset of the planning process:
“Create a vibrant regional activity center enlivened with high-quality pedestrian and environmental amenities, taking advantage of the region’s light rail system.”

The AmberGlen Community Plan identifies a mixed-use urban community focused on a dramatic central park. Residential, employment, shopping, education, and recreation are integrated throughout a high-quality urban and natural environment. Land use policies identify over 6,000 new medium- to high-density residential units, 3,000,000 square feet of office, 500,000 square feet of retail including shops, restaurants and entertainment, and over 170 acres of parks, greenways and protected natural areas. The City of Hillsboro initiated concept planning to achieve higher levels of density close to major employers, provide high-quality amenities, support regional transportation infrastructure, and to transform the combined Tanasbourne/AmberGlen areas into a regional center. Public goals included meeting ongoing demand for jobs and a variety of housing, improving the jobs/housing balance, relieving pressure on established neighborhoods, planning for an uncertain energy future, fully supporting the region’s investment in light rail, and providing a model development for urban sustainability.
In February 2009, City and regional leaders and stakeholders affirmed a shared commitment to the vision established during concept planning. They also agreed to pursue high-capacity transit link such as light rail through the AmberGlen plan area to connect to employment centers to the north and west, and to pursue designation of the combined Tanasbourne Town Center and AmberGlen plan areas as a Metro 2040 Regional Center.

The AmberGlen Community Plan process included transportation system analysis, identification of potential projects, and analysis of funding mechanisms including tax increment financing. Plan refinements were made to address market feasibility, design of the central park and open space, and input received from the public and plan area stakeholders. Adoption of the AmberGlen Community Plan established the policy framework required to amend land use regulations for higher intensities and densities, establish capital improvement projects, and to pursue funding mechanisms.
