In the past few years, it’s become clear that unforeseen issues constraining job growth and industrial sites marketability have occurred in the North Hillsboro areas added into the Urban Growth Boundary (UGB) since 2000. Working together with Metro staff, North Hillsboro businesses and stakeholders, Hillsboro recommends solutions to these issues as described below.
Adjacent industrial areas have different, specialized development requirements and standards based on the conditions from the UBG additions. These confuse and discourage inquiring new companies and industrial site selectors and brokers.
Development conditions from past UGB additions confine industrial uses in these areas to a very narrow range that won’t accommodate new, desirable companies industries that fall outside that range and, thus, must be turned away.
Applicable Title 4 rules allow property owners to do “serial” partitions, undermining large lot preservation for major industrial users.
Title 4 and special UGB development conditions don’t provide incentives for creating new large industrial lots.
Make permitted uses, prohibited uses, and land use standards consistent throughout the North Hillsboro Industrial Area.
Broaden the range of allowable industrial uses to expand opportunities for job creation while continuing to restrict non-industrial uses to keep the Area purely industrial in use and character.
Eliminate ability for serial land divisions and provide additional land division requirements to better preserve large lots for major employers’
Add better land division standards that incentivize land assembly and better lot configurations for small and mid-sized industrial suppliers and their facilities.
Retain stringent scale, location and timing requirements for commercial support nodes.
