Notice of Action: on March 13, 2013, the Planning Commission adopted Order No. 8084, recommending City Council approval of a city-initiated request to amend the Hillsboro Comprehensive Plan regarding the North Hillsboro Industrial Area.
On April 2, 2013, the City Council will decide on adoption of these proposed Hillsboro Comprehensive Plan amendments with a 1st reading of the Ordinance scheduled for this date and 2nd reading on April 16, 2013.

The North Hillsboro Industrial Area is key to the City’s future economic development plans. The area includes the 330-acres north of Waibel Creek and roughly west of 253rd and east of Sewell Road to Highway-26 that was brought into the regional Urban Growth Boundary by the Metro Council in October 2011 for larger lot industrial development. This area adjacent to Hillsboro has eight property owners who have entered into an agreement to consolidate their properties to meet the large lot requirements.
The City team working on bringing the 330-acre area to development ready status includes Planning, Public Works, Water, Economic Development, and Finance, as well as staff from Washington County Planning and Transportation and Clean Water Services. Planning Department staff is embarking on Comprehensive Plan and zoning ordinance amendments for this area.
A Planning Commission public hearing was held on March 13, 2013 to consider the proposed amendments to the Hillsboro Comprehensive Plan. The Planning Commission adopted Order No. 8084, recommending City Council approval of a city-initiated request to amend the Hillsboro Comprehensive Plan for the North Hillsboro 330-Acre sub-area. It is important to the City that the project’s multiple direct stakeholders and other interested parties have convenient opportunities to become fully informed about this project and provide input throughout the project. Staff has been coordinating with plan area property owners. Since December 2012, the following public meetings have occurred:
- December 5, 2012 - Hillsboro Planning Commission Review of the Draft Work Program
- December 5, 2012 - Advisory Committee for Citizen Involvement Review of the Draft Public Involvement Plan
- December 12, 2012 - Citizen Involvement Advisory Committee review of the Draft Public Involvement Plan
- January 23, 2013 - Hillsboro Planning Commission Review of the Proposed Conceptual Illustrations
- January 23, 2013 - Citizen Involvement Advisory Committee Adoption of the Public Involvement Plan
- February 6, 2013 - Plan Area Eastern Neighbors Meeting
- February 6, 2013 – Coordination meeting with County staff
- February 12, 2013 - Citizen Participation Organization (CPO) 8 Meeting
- February 20, 2013 - Plan Area Western Neighbors Meeting
- February 28, 2013 - Public Open House
- February 28, 2013 – Coordination meeting with County staff
- March 5, 2013 – Coordination meeting with County staff
- March 13, 2013 – Planning Commission Public Hearing
