REQUEST FOR QUALIFICATIONS
HILLSBORO PLANNING AND ZONING HEARINGS OFFICER

The City of Hillsboro invites qualified persons to seek appointment as Planning and Zoning Hearings Officer.  Interested persons must submit a completed application along with resume and cover letter no later than 5:00 pm on Friday, September 24, 2010, as described below.  Applicants should include one or more writing samples (such as legal briefs, opinions, or agency decisions) that demonstrate the applicant’s ability to identify and analyze complex factual and/or legal issues.
The City Council will appoint a Planning and Zoning Hearings Board Hearings Officer to a three year term, subject to removal for cause.  The rate of pay will be $155 per hour. 

Duties:  Presides over land use hearings at which the board will make determinations on applications for conditional uses, modifications of nonconforming uses, variances, changes to the zoning map and such other applications as the Council or Planning Commission may delegate according to the procedures set forth in the Zoning Ordinance.

Qualifications:  Minimum qualifications are bachelor’s degree in law, urban planning, public administration, or related field; PLUS, five years experience in fields such as urban planning, land use development and permitting, public administration, administrative law, or a related field; OR, any equivalent combination of education/training and/or experience which provides the required knowledge and abilities.  The applicant is required to be a current member of the Oregon Bar.
Additional knowledge and abilities are described in the attached job description.  Oregon state experience is preferred.  The selection process will consider writing samples, clarity of thought, and verbal expression.

Selection Process:  A committee of Hillsboro staff members will screen submittals, interview qualified candidates, and recommend qualified candidates to be interviewed by the Mayor.
