Local artist Kitty Wallis will judge this year's competition. Wallis is a professional painter and pastel artist, who has painted and taught across the country for more than 40 years. She is the inventor and manufacturer of Wallis Sanded Paper for Artists and the founder of Portland Open Studios, an annual tour of artists studios that gives the public the chance to witness art in the making.
