When shopping for a new toilet, look for the EPA WaterSense® label to identify high efficiency toilets (HETs). HETs use only 1.28 gallons per flush (gpf). What’s even better is that HETs have also been performance tested to ensure they will “do the job” without multiple flushes.
Starting July 1, incentive rebates will be available to qualifying residential customers who replace waterwasting toilets with WaterSense®-labeled HETs. Qualifiers can receive $75 per replaced toilet for up to two toilets ($150).

- Rebate applicant must receive water from the Hillsboro Water Department and be listed as the responsible party on an active Hillsboro Water Department account that is in good standing.
- Rebate applicant must own the property where the new toilet is being installed, or obtain the signature of the property owner on the WaterSense® Toilet Rebate Form
- There is a limit of two toilet rebates per eligible residential account. Each rebate is worth $75.
- New housing is not eligible - must be a change out.
- Applications must be received within 60 days of the date of purchase or delivery.
- Rebates are available until funds are expired. This program is offered July 1 - June 30 at the discretion of the Hillsboro Utilities Commission; funds are approved annually for program continuation.
